The ranking is limited to open/source-visible tools and sorted by ToolVitals score first, with GitHub stars used only as a secondary popularity signal when scores are tied. Openness and license are reported exactly from the data, using each tool’s openness_label and license_label rather than treating every source-visible project as the same kind of open source.
